mrwilson answered all those questions incorrectly.

  1. Doesn't matter where you subscribe to Netflix, Netflix just shows the catalogue of the region you are currently in.
  2. You don't need VPN to watch Netflix, but you do need it if you want to watch content from other regions.
  3. If you are in France, your Netflix would just show the catalogue from Netflix France region.
