How much has time passed during rebuild movie 3 and 4?

I’m gathering that 2 years have passed since the events in the third film.
Ritsko says its been 16 years since the events of the third impact. 14 years from rebuild movie 3 plus 2 years. But that would mean that shinji and the gang were walking around Tokyo for two years?
Did i understand this correctly? Or did i hear that wrong?
It makes sense that there’s a time gap between films but how much time has passed?
