max plasmacytes?

So the main rulebook states you can only have a max of 3 of the same non-core non-troop unit (I think thats what the rule is) in your army but the codex says you can take 1 plasmacyte per cult unit?
Does that mean I can take more than 3 if I have 4 cult units?
