Is it true that Amendment 434 (to keep the 12 week abortion ban) wouldn't actually protect first trimester abortions in the state constitution and still allow the legislature to ban it entirely next year if they wanted?

I was under the impression that Amendment 434 codified the 12-week law, but now I'm hearing that it actually codifies abortion BANS after 12 weeks in the state constitution while STILL allowing the legislature to ban it beforehand?
What is this evil? Is this really the case, and is this the most deceptive attempt to deprive people of a right while tricking many into thinking they're actually voting for it in recent history??!
