Anyone used GA3/Gibberellic Acid?

I'm experimenting with GA3 (Gibberellic Acid) this year and was specifically curious about it's use on multiple dormancy plants. Information is scant on the ground, and I'm a little confused about when to apply the GA3. I was thinking it would need to be done in spring or the seedlings would sprout during winter?
Or for multiple dormancy that wouldn't be helpful? What about hard seed coats? Looking for any info or experience that might help. Thanks!
