Does anyone near the Holbrook, AZ area have any insight into whether Petrified Forest National Park is accessible during this shutdown?

I know that most parks are available and unstaffed, however 2 hours before the shutdown I got an email response from the PEFO superintendent stating the following:

"Due to the Government Shutdown the park is closed starting December 22, 2018 until business is resumed as usual.  

We apologize for any inconvenience this may have caused at this time and hopefully you will be back to visit  us again soon. 

Thank you for your understanding. "

I can't decide if that means the visitor center is closed, or the park road is barricaded.
