Rock Creek National Park?

Just saw that D.C.’s delegate in Congress is trying to get the city’s Rock Creek Park upgraded to Rock Creek National Park. Not sure if it really qualifies but I guess Gateway Arch may have set a precedent.

Currently, national park requires an act of Congress, as opposed to National Monument which does not. Therefore, the National Monument designation is important because it’s much easier to achieve when establishing new public lands
