why do playgrounds not have better safety standards

I will never understand why they build playgrounds and put a ton of places where kids can fall off. Even the ones for children under 5 have poles or climbing things and there is a big gap where a small child could fall out of the play area and of course it's super High. Gives me soo much anxiety with the little ones. Just make it closed in everywhere !!!!
