Question about chaos and arthur

Isn't it strange that for more than 3 thousand years we had only 1 successor of chaos? But what if that's not the case? For the resurrection of chaos the demon king or supreme deity needed to be dead, as none of this happened it is likely that the chosen by chaos would stay with their dormant powers and die without even knowing it, do you think this makes sense? It's been a long time for me, besides, how did Merlin know about the chaos in Arthur without him even waking up?
