So I remember watching a music video around 15 odd years ago the first time.

The video as a straight rip of dragonball z, same art style, the band used their instruments to make the attacks, I remember the guitarist gave a large strum and an energy blast shot out.

The song wasn't Punk eaxactly, More pop punk maybe

It's not KORA - Skankenstein https://www.youtube.com/watch?v=IHqgTIKTB_U , the singers vocals are very different and a different art style, & different music style

I know I last watched it on youtube around 4 years ago,

I've googled repeatedly, I've used ChatGPT to try without success.
