It’s just never been enough of a problem to put in the books I guess. And I don’t think many politicians want to be the guy who made the “necrophile law” since it would probably be a majority of what people bring up when talking about their legacy.

No, necrophilia does not count as rape. It would be considered “defiling/abusing a corpse” in most places. Currently, 40 US states consider necrophilia a crime that you will get punished for.
