Paying fees before touring apartments

I want you to please tell me if I’m crazy or not I’ve been going through an incredibly tiring process of thinking I found a great apartment talking to the landlord, and then getting barred from seeing the apartment until I pay a fee for the application or to hold it for me. Is this normal for New York City apartments? I just think it’s crazy that I have to pay any sort of fee just simply tour the apartment I refuse to pay anything before I know what the place looks like because I’m not gonna give my money to a random stranger, and trust they’ll give it back to me if I don’t like the apartment. Am I crazy for that, who pays for a product before they own it or rent
