How do I go about negotiating with property managers about lowering my rent?

I am in a fairly new building in Queens. I moved into the building in October 2022. The tenants were promised a gym, rooftop and recreation area. Apparently, those have never been built since the building has been completed. Itโ€™s been over two years.

One thing that attracted me to this building is that the property managers were very eager about getting the amenities soon. However, I think itโ€™s unfair to pay so much money in rent and the amenities which were included in the rent/lease are non-existent.

Iโ€™d like to negotiate my rent being lowered. I could really use the money to pay for a nearby gym.

The building is affiliated with HPD as well.

Although I signed the lease already for this year, perhaps I could save this information for October 2024.
