What is it about NXT that makes it so much easier to add all these cool features while bitcoin gets excited about floating fees?

Is there something different about NXT's design, other then it being a smaller crypto with less users, that inherently makes it easier to add on new features quickly and more efficiently? Some of the features that are lined up are really awesome and development just seems to be moving along at a crazy pace. I've not been able to find much information about it's deeper architecture... Is the code more modular, does it follow a sort of plugin system? What is it about the codebase that is allowing this kind of innovation while Bitcoin is beginning to lag behind?
