CAUTION: It looks like a lot, but most of it is just renaming president to prime minister and removing the word "cabinet." See purpose for summary.
STRUCTURE
The national legislature is to be composed two houses, the upper and lower house. The upper house shall be made up of a cabinet of four ministers, whom are led by one of the four ministers, named the president prime minister. There are to be 4 cabinet ministers and 1 president, all who must have primary domicile within Senntisten.
Any vacancy in the upper house is to be filled by a current member of the lower house or resigning president. A new cabinet minister may only be appointed when the cabinet an existing minister resigns or the legislature approves a motion of no confidence.
A candidate for president prime minister will be selected from amongst the members of the cabinet ministers every sixty days. The president prime minister must be appointed elected with a 2/3 vote of all current national legislators in a public plurality vote. A new president prime minister may only be appointed when the president prime minister resigns or the national legislature approves a motion of no confidence. If a vote of no confidence is approved, the president prime minister whom the vote of no confidence was called on is immediately relinquished of his powers and duties, and barred from participating in the selection of the next president prime minister.
POWERS
The legislature has the exclusive power to introduce legislation. The president may introduce any legislation. A cabinet members minister may only introduce legislation pertaining to their advisory position. Two cabinet members may jointly introduce any legislation. Any lower house member may introduce any legislation. Any legislator may propose any legislation.
In order for any legislation to become law, it must be approved by 50% of the upper house, 50% of the lower house, and receive a vote of approval ("aye," "yes," "I support this," or any other words of approval) by the president prime minister. Legislation has 10 days from its post date to be voted on by the president prime minister or the legislation must be re-introduced.
The president prime minister may veto all legislation without permit. The cabinet ministers only may veto legislation with a 50% public vote of cabinet ministers. Any veto by the president prime minister or cabinet ministers is subject to being overturned by a 50% public vote of the cabinet ministers AND a 50% public vote of the lower house.
Any legislation vetoed by the president prime minister may become law if 75% of cabinet ministers and 50% of the lower house approve it by public vote. This approval has 10 days from the veto to be approved or it must be re-introduced.
Cabinet Ministers will have exclusive expert advisory roles to the president jurisdiction over their assigned fields within the upper house, except in cases of overlap, so that ministers do not perform work in the capacity of another minister. Each minister is to have expertise and legislative guidance in one of four areas: defense, diplomacy, economics, and the interior.
The president prime minister is the head of state, sharing the power of directing the national agenda with each of the four cabinet remaining three ministers. The defense minister is General of the New Senntisten Defense Force. The diplomacy minister is the Chief Ambassador. The economic minister is the Chief of the Treasury. The minister of the interior is the Chief Secretary of the Interior.
Purpose:
Further get rid of bureaucracy - hopefully this works. Renames the president to a prime minister because constant confusion with American idea (people assumed president had x powers, when they didn't).
I amended out the divide between cabinet and president.
Instead, the president, now named prime minister, would be elected by the full legislature with 2/3 vote and shares that position alongside their current minister position. So yes, you can be a minister and a prime minister. A lower house rep cannot be a PM, only vote for one. Election is every 60 days.
All legislators can now propose any legislation, however all legislators are barred from acting in the capacity of a minister except in cases of overlapping conflicts/legislation. So it's OK to present legislation to appropriate funds some way, but it's NOT OK to actually release those funds. Another example, it's NOT OK to vote in the GNA if you're NOT the diplomacy minister, but it is ok to propose legislation about a vote going on in the GNA. The point of this is to not have ministers doing each other's jobs, basically.
