Scheduling Bye Weeks

Why are teams bye weeks so unevenly scheduled? Wouldn't it be easier and more balanced for each team to just take a week off around mid-season? Heck, even if the networks lost thier shit over an entire week with no football why not give half the teams Week 8 off and the other teams Week 9?
