Why are there not more backwards passes?

My limited understanding of Rugby is that that game thrives from continuous backwards passing between players. And most of the time I see backwards passes after crossing the line of scrimmage it leads to a significant gain of yards compared to the likely outcome of the original ball carrier keeping it. Why is passing between receivers or running backs so uncommon?
