Can I dedicate Bandwidth to a device?

Hello, I know about QOS and how that works but sometimes the "priority" doesn't give me better PING, and it just gives the bandwidth to the family member watching a 1080P video on their phone... Anyone know if there is a way to DEDICATE some bandwidth to my pc? so that NO MATTER WHAT I will always have at least ____ mbps up/down? My router is a "Nighthawk R70000"
