S8 Ep 19: Tell-All

Gibbs has been invited to Diane's wedding but doesn't go. At the end, he is seen sitting in his basement with his woodworking project. Tobias comes down and says, "We're already an hour late and you're not even ready?" They chat for a bit and right as Tobias is about to head back upstairs to get the pizza, he says to Gibbs, "I just gave away the bride." In which Gibbs responds, "You have a beautiful daughter."

So I'm confused, is Tobias saying that he actually went and gave Diane away before stopping by Gibbs or that her remarrying again, even though he is not in attendance, is him giving Diane away? Also, what is the meaning of Gibbs' response about his daughter?
