Unable to sign/re-sign players in 2k18

This is on “MyLeague”.

I have players on my team I want to keep. They say they want to re-sign. But the interest meter is red and kind of faded (for lack of a better term). I can go up to the max pay and it won’t let me offer it to them.

Same thing with lots of free agents. Some players I can, but a lot of them, especially the ones I want, are unable to be signed.

There doesn’t seem to be any rhyme or reason to it. This is extremely frustrating.

-Is there something I’m missing? Can this be fixed or is there a work around?

I will have to check. I think I have salary cap turned off though
