This is probably the stupidest offseason post ever. I think this would be a better way to deal with the bottom-feeder Cup teams. Two Xfinity teams move up and get charters. Two chartered teams move down and lose their charters, but they have a chance to get it back through promotion.

Caveat: Say the two chartered teams were one from RFK and one from Rick Ware. RFK could "trade" for a non-relegated charter (say B.J. McLeod) so it still has two charters in Cup. The other team (in this case, McLeod) would be relegated. Limit this type of transaction to once every X years.

Like in European football, the teams losing their charters would get a "balloon payment" to compensate them for losing the much bigger revenue stream.
