So this came to me while talking about another invisible girl. Violet from the Incredibles. Talking about how her as an infant or child was probably a nightmare. Invisible baby, makes sense. Only as we see later in the movie. She goes invisible, clothes don't. Mind swapped over to My Hero and kinda the same thing. So Toro just doesn't wear clothing. Or doesn't she? In the show while at school she wears the school uniform. While in her Hero Costume all we see are her Gloves and Boots. Everything else is well, Invisible. Later on in the story we're introduced to one Mirio Togata aka Lemillion. When we see him for the first time it's explained that he has a problem staying dressed due to his quirk. The fix? Its made out of his hair. Going back to Toro we never see her hair. It's invisible like the rest of her and the show has proven that the ability to make clothing out of someone's hair exists. So, In my mind. She's never naked. She wears the Gloves and Boots so that her fellow Heros will know where she is. Eraserhead never has to worry about looking in the wrong area and activating his quirk. Maybe I'm simply over thinking it, but i personally love this lil bit of head cannon.
