Why didnt they restore more quirks with Eri more?

If Eri was able to give lamillion his powers back why not do the same to the girl who lost her quirk to AfO? And then have her track him? OR why not restore almight so he could join the fight and eraserhead too. Seems like they arent using a vital tool.
