Koffsky - asking for diamonds

So I'm level 14 and Koffsky is asking for 250 diamonds and says that later he will pay me 300 back.

I've read some answers where he either pays at a way later level or hadn't paid at all (so far). Should I give him the diamonds or go to the mayor? And what does the mayor ask for in return?

UPDATE: Ok, so I didn't give him the diamonds (it was a tie in the comments) and all the mayor asked for was Aroma Hot Chocolate, then Clyde Bowen asked me for Americano with Cardamon and Saffron, which luckily I had both.

I'm actually glad I didn't spend my diamonds.
