Spotify Promotional Discussion

Spotify says you can't use outside promotional services, then say you you can't use their promotional service until you have 5000 streams, it's like big business keeping little guys out. What is a legitimate way to get ears on a new release these days. And then I go on reddit to try to discuss it and "auto moderators" prevent me from even commenting because I don't have enough upvotes or whatever. Are there any legitimate ways for a newbie to getting ears on our new release.
