Shattering tags

I was working on an inventory today (we actually just finished this year's effort! yay us!) and found a bunch of objects with white paper-looking tags that are just ... shattering. So I'm assuming they're not paper! Since we now use nice archival tags from Gaylord it's not pressing, but I was wondering if anyone knew what this stuff is?
