Extremely slow student

Hey there. We have a student that is extraordinarily slow. His technique is not too bad and he has some experience but boy is he slow. No matter if its a drill or pads or sparring. He has slow reaction time, slow processing time and he punches really slow. He is pretty strong so not unathletic or something. Part of it is being too tense. Do you have any ideas on how to improve him?
