Facial hair removal for the poor(I'm based in the US)

I'm an extremely poor and disabled transwoman who uses Medicaid to get all my services. In my state they will cover electrolysis for bottom surgery which I am currently getting, but they wont do anything for facial hair. My facial hair is miserable for me. I bought a nice shavor because my skin was getting irritated to hell having to shave basically daily and even with a perfect shave I was left with shadow. Because I have like 50/50 dark and light hairs and and light skin. So I started plucking and got an epilator and that has mixed results. The epilator does a good job of bulk plucking but it hurts and I still have to go back over with tweezers for hours. I've gotten really bad acne breakouts from plucking and I have a hard time maintaining it because it takes a few hours at least. I can't afford electrolysis or waxing. Is there an alternative that works better?
