Give me your opinion, guys

As the title says, I want you guys to give me your opinion on this matter, what I'd prefer is people giving suggestions instead of just saying: this is a bad idea, and also refraining from calling my posts communist and power hungry. Constructive criticism goes a long way, insulting does not. After my visit to Communa, I've been thinking a'lot about what I could do, mostly economy wise. I came up with this: X has been mining for some time, but can't seem to find any veins. He's a hard worker, and gives out free food whenever he can, a good citizen all around who's just a bit unlucky. Seeing as how he's down about it and he wants to buy Y but he has no money, X visits the nearest state-sponsored 'quota station'. X is given a certain quota to fill after 4 days: over 9000 cobblestone, and in return he receives a payment of 10 gold ingots. The quota and the price given are all fully negotiable with the quota guy. X has received his 10 gold ingots, and he happily returns home and buys Y. What I'm suggesting is a sort of welfare, except one you would work for(contradictory, I know). X VOLUNTARILY chose to fulfill a quota and VOLUNTARILY did the work. This is just an idea I have, if you guys approve, I'll put this into something a little clearer and more specific.
