This addition, though complementary to, works independently of the other constitutional amendment on the subject of state property that I have just proposed for discussion.
Addition to the bill of rights:
VIII. The right of residents and citizens to move freely within Mount Augusta and through her borders, and to build freely on their property being necessary to the maintenance of a free State, the access to citadel and bastion groups necessary to do so shall not be infringed, unless there is a reasonable belief that they are a flight risk or are expected to cause further damage life or property
proposed additions in bold below :

The right of residents and citizens to move freely within publicly accessible spaces in Mount Augusta and through her borders, and to build freely on their property being necessary to the maintenance of a free State, the access to citadel and bastion groups necessary to do so shall not be infringed, unless there is a reasonable belief that they have committed a crime and are a flight risk, or are expected to cause further damage life or property, or as part of a defensive action, or as part of punishment for a crime.
