Per the new Civclassic rules

“You are allowed to world download an area if you are the owner of the area or have gotten explicit consent to do by the owner of the area. You are not allowed to world download any other structures and you are especially not allowed to use world download to obtain information you do not already possess”.

It is possible this rule will be amended for it has a number of vague consequences (i.e. Replaymod can be used to worlddownload, yet it does not appear to be banned) but in the meantime any type of expansive rendering is impossible in MtA - and in my opinion for no good reason. This bill effectively aims to preserve the previous world download status quo in which downloads for malicious purposes or that involve other crimes such as trespassing are still illegal. This status quo is worth preserving for server rules preventing renders will not prevent malicious actors from world downloading sensitive information - they serve only to prevent renders that contribute aesthetically or functionally, such as in the form of maps and recruitment aides.

FAQ : Can you use MtA law to override server law?

No.

However the ban is dependent on what the rule means by 'owners' and 'property'. The rule is already applied and worded inconsistently so I don't think it is super unreasonable to say MtA as the official land owner is who gives permission. Of course the obvious counterpoint is sovereignty is a lose concept, and anyone can claim any block of MtA and defend it as their private land. However, taking this idea its furthest surely nothing is world downloadable, even your own house, for more likely then not, someone that is not you has placed a block somewhere within the chunks you are downloading, which would make them owner of that small section. If nothing else this is a petition of the absurdity of cc rules yet the addition is not (entirely) superfluous for it reaffirms that worlddownloading in specified circumstances does not violate the right to privacy. TL:DR : don't assume this bill allows you to worlddownload MtA because it is really grasping at straws

• Article IV. Property : B. Property rights

i. Property may not be modified, moved, or destroyed without the consent of the property owner unless such action is the minimum required to bring such property within legal bounds.

ii. Property owners confer the right to map and world download all owned property in the City of Mount Augusta, given the actions are not used to reveal sensitive information, viz. information that cannot be gleaned from viewing the property with a vanilla client from a public space.

ii.iii. Taking ownership of property within the City of Mount Augusta or any outlying Augustan territories does not grant the power to release the property to other sovereign entities, or to form a new sovereign entity (City, nation, supra-national entity, or any other definition that confers independent sovereignty) within that property.
