I would like to suggest the following amendment to Article V, Section D of the Mount Augustan constitution :
vi. The Rear Admiral and Secretary of the Navy is the supreme commander of the Mount Augustan Navy. The Rear Admiral must advise the Mayor on matters of naval doctrine. The position is appointed by the Mayor.
I believe that the creation of this position is essential to safeguarding the safety of our august city (see what I did there ? ahahah).
