Mount Augusta Responsible Urban Land Use Act of 2015

Section 0

• Whereas, the City-State of Mount Augusta provides a sizeable number of farms for public use covering many crop types and these farms are often larger than can be efficiently used and maintained by the population of the city.
• Whereas, urban sprawl is a problem for Mount Augusta leading to progressively longer travel distances between newly established neighborhoods of the city and preventing infill.
• Whereas, large private farms usually have a low level of utilization compared to public farms and other urban land uses.

Section 1

Be it resolved that efficient land use shall be implemented by disallowing the duplication of available infrastructure by private individuals as follows:

• The establishment of private crop farms, replicating existing public infrastructure, not falling under the definition of a garden (Sec.2.B) within the urban areas of Mount Augusta (Sec 2.C) shall be prohibited.
• The above prohibition shall not apply to existing infrastructure, nor shall it apply to farms with no public equivalent.
• Should it be enacted by a vote of the people, this bill shall become law and the provisions therein go into effect immediately.

Section 2: Definitions

• “Farms” shall refer to any area used for growing crops for food, XP production, trade, or other reason. Farm shall not include gold farms, mob grinders, or other non-agricultural facilities.
• “Garden” shall refer to an area planted with crops, not to exceed 100 square blocks, designed primarily for the purpose of aesthetic enjoyment and not commercial harvesting of crops.
• “Urban Area” shall refer to the areas within the City of Mount Augusta meeting two or more of the following criteria:
  • Four or more property owners within a 40 block radius.
  • Within 50 blocks of a building exceeding 30 blocks in height.
  • At least 30% of the surface area in a plot has been disturbed or terraformed with a surface other than grass or sand.
