Here's my idea: Buildings can be determined as Derelict after 3 weeks of inactivity of the owner/no physical change.

The person who claims dereliction must post a screenshot of the house, and put up a sign, as before, with name, date, location.

There should be a stickied post on the subreddit, with a list of the Reddit usernames of all MA citizens. When a plot is determined as derelict, the one who claims it must message the player on reddit.

After one month, the plot becomes derelict, along with anything in it. The legal raiding of the house is to be done by an MA official and/or a trusted member of the community, and half the valuables (enchanted tools, weapons, Armour, Diamonds, gold, iron, xp, etc) are added to the MA treasury, to sell and use in the up building and maintaining of the city. The other half goes to the person who determined the post to be derelict.

If the owner of the plot returns after the period of one month and takes any aggressive action against the player who determined the plot to be derelict, or against the state of MA, his actions will be a crime and will be treated in accordance to the Law

I rate this would fix a lot of the current problems?

EDIT: I was wrong :P People have pointed out a few things, and I am obliged to agree. But I still think a little part should go towards an MA treasury so that we can improve the city.
