This bill aims to introduce, for the first time in Civcraft and real-life history, an article outlying a process for legal (as per Augustan Law) secession of territories from Augustan legislation and rule. The reason being that Augusta has always prided herself on being a stalwart defender of individual freedom. What better way to celebrate this than to allow citizens to choose to have themselves and their property removed from Augustan rule?

The Bill is as follows:

Secession from Augusta jurisdiction and rule

A population in a territory which lies within Augusta's legal borders may submit a declaration of secession.

Secession is defined as such, that the territory declared will leave Augustan territory, along with not being subject to Augustan law, rule, voting rights, enforcement or any other Augustan state role.

It will be recognised as an independent, sovereign nation by the Augustan Constitution and should be treated as such. Its precise borders will be included in the Augustan constitution in the form of a perimeter including a list of horizontal co-ordinates, and maximum and minimum vertical co-ordinates.

In order to declare secession, a subreddit post must be made including the following:

-[Secession] in the title.

-The precise borders of the territory to secede in the form of a perimeter including a list of horizontal co-ordinates, and maximum and minimum vertical co-ordinates.

-A plan (top-down) render of the territory in question with environs, with the border drawn clearly. This is not mandatory but strongly suggested.

-A list of signatories consisting of all people who own property within the declared secession borders.

Subsequently, every person listed as a signatory of this declaration should verify on the thread that they are, indeed, a signatory.

Once anyone claims they own a property within the declared territory, have not been included in the signatory list, and/or does not consent to being included in the signatory list, both the said non-consensual party and the signatories of the declaration of secession should attempt to reach a compromise. On failing this, a mutually agreeable arbitrator should be appointed by both parties to mediate the conflict.

Once everyone who owns property within the declared borders of secession consents to secession, it will no longer fall under Augustan territory and will be recognised as an independent, sovereign nation as per described above.

TL;DR: Let people secede a territory from Augustan rule, so long as everyone who owns property in that territory agrees to it.

I hope everyone here agrees with my views of individual freedom, and holds Augusta's original passion and pride dearly to heart. Thing is, Augustans love Augusta, why else would they build their lives there? But sometimes, Augustans no longer wish to be restrained by Augusta's rule.
