It's unconstitutional.
II. The state may not unfairly discriminate directly or indirectly against anyone on one or more grounds, including but not limited to race, gender, sex, marital status, ethnic or social origin, color, sexual orientation, age, disability, religion, conscience, belief, culture, language and birth.
It states in the bill of rights, that the state can not discriminate directly or indirectly against someone's belief or culture, and sadly, many if not most racists honestly believe in what they are saying. That being said, we cannot promote racism, but there is no way to determine if someone's speech was intended to be hateful or their true beliefs, so we cannot justly prosecute someone for their words.
