[Bill] Allow a High density housing development to be exempt from the 4 block rule and declare New Kowloon a mostly-autonomous satellite of Mount Augusta

This bill would allow a creation of a Kowloon-style settlement outside of the city walls; for said city to be exempt from the MA rule of being 4 blocks apart. The idea is to create a community in a small space, with the general design following cues similar to this. The settlement would also have a small, community government, so that harsher rules on property law and griefing could be enacted, while still being under the blanket rule of MA laws regarding murder, trial law, residency, and all amendment to said law, with the exception of the exemptions listed above.
