PWM works on one fan but not the other

Hello!
I'm doing a simple fan speed control with an ESP32 on Arduino IDE.
I tested it with a smaller 4 wire fan, works flawlessly.
When I attach a larger, different fan, I get no PWM control at all.
Edit:
The Larger fan has blue, red, black, and yellow wires. I'm connecting the PWM to the blue wire.
The smaller fan is blue, green, yellow, black, also using the blue wire on this fan, which works.
I'm running PWM at 25kHz.
I'm stumped! Can anyone shed some light on this?
