Second hand Rotary Phase Converter (RPC) blew out the Start Capacitor. Before I put a new capacitor into it, what steps should I take to make sure the new one wont immediately blow also?

Hello all, Im a newbie to RPCs and Three Phase stuff. My new (Old) Automotive lift came with this large RPC that it was used with the last time this lift was in use.

When I wired my household 220v plug into it, I noticed the start capacitor looked not awesome. Some shmoo around the top. I noted it, didnt have another option, so I pushed forward and tried it anyway.

It worked, the lift went up and down. I was careful to make sure that I never restarted the RPC too soon after turning it off. The next day I come out to the shop, raise the lift, and then things went... smoky.

After the lift was raised and there was no longer a load I heard the RPC bog down for a moment and the Capacitor blew.

What steps would you take before putting in the new capacitor and trying again?
