All Wifi AP's flagging as 'metered WiFi'?

Moto X4 Android One - Oreo 8.1 I have 'Pocket Casts' Setup to auto download a couple podcasts but only over wifi so they down when I'm home as they come out and are available when I'm driving or at work and save on the data. Since updating to 8.1 both AP's that I normally connect to are now showing as metered wifi's and I have to manually start the download.
Am I just missing some new option or is this broken too?
