Buying with PNO title

I want to buy a bike but the title (the bike) is on a Planned Non-Operation status.
Has anyone had experience with buying a bike on PNO here in California?
What should i know?
the bike is a 2014 ninja
Edit: it was stored for a little bit and it’s in great condition, low miles.
Also owner is on vacation, can his wife sign for him?
