Missing Cassie Quinn skin even w/Kombat Pack (PS4)

I have the Kombat Pack, and when I look up the skin on the PS4 store (via web or PS4 Pro), it says that it's purchased but there's no option to download. I have a second PS4 (non-Pro) that I normally have set as my Primary PS4 so that my kids can take advantage of PS , but I can't check right now to see if the skin is installed on that console. However, if I change my PS4 Pro to the primary, I still can't figure out how to install the skin.

Has anybody run into something similar, or am I taking crazy pills?
