How do I fight lag abuse?

I just had a Kenshi player in Ranked using Frost kameo. He won two games in a row without losing even a round to me. I finally take a game off of him and suddenly he starts lagging across the screen. His moves would only appear on the active frames and his jumps seemed lightning fast. Everything I was doing was appearing as normal. What could I have done here?
