It seems like it would be better for the smaller towns to just let tWhemselves be assimilated instead of running?

These little towns are poor and starving, when a place like London comes along realistically wouldn’t they be rejoicing? Employment, food, place to live, all of these things are great. Minus the overarching story for stories sake, a typical town should be welcoming of one of these big cities swallowing the town and giving them better lives right?
