Veterinarian or SPCA?

There’s this cat who comes by often that I would feed. They’re not looking good recently. Are there any local vets I can take them to for a checkup? I don’t make much financially so I’m not sure how much they’ll charge upfront. I wanted to see if there are any places that locals trust here.
