How do long and close range mods work on blight bowguns

I use Taroth blitz shots with 3 close range mods but I wonder does the effect of the mod kick in when Iām in critical distance? If I use long range mods does that increase the damage when Iām not in crictical distance or does it increase crictical distance ?
