Can't do the lance charge...

So, I've been messing with lance a bit in Sunbreak and Icebourne and while I was farming things to make a lance, I ran into an issue: I can't do the lance charge in Icebourne.
I hold down R2, then press (and hold) ∆ O like I should and I get the start up run but then my hunter just stops. I have stamina and space to do it but get no result. What am I missing?
It works fine in Sunbreak but not in Icebourne and I can't figure out what the deal is
