Does anyone else's 3 year old make an issue out of literally everything?

Basically title. Every time we do something fun I can see he's enjoying, when I ask him about it later he just says how scared he was during it. When he's playing with toys and something falls, he screams at the top of his lungs, even if I tell him it's ok. He'll move on to something else, knock it over and scream, or he'll throw a toy and scream, or basically do anything to make any situation worse for himself. I don't fucking get it and I'm over it. Literally crying cause I don't know how to help him self regulate other than being the coop calm collected person. That doesn't work, if anything it makes it worse.
