Tried to infuse some herb oil with a whipper; no dice. Anyone find the same?

I got an ISI whipper. I was excited to cut out some of the work of picking out thyme or other herb leaves and have a few well infused oils to finish preparations with. I'd love to have some strong rosemary oil without having to deal with the woody bits.

I tried bruising the leaves with a lot of strikes with the back of a cleaver. No go. I tried adding more nitrous and changing herb/oil ratios and still I have oils that aren't very full of herb essentials.

Is anyone else having good results with their oil infusions? What am I missing? Should I be using CO2 cartridges?
