Can someone explain to me why DRS is too good for modern but Ragavan isn't?

This isn't a complaint against Ragavan or even a call for DRS to be unbanned. I just wanted a discussion about it.

Personally, I think a T1 Ragavan is much scarier than DRS if left unanswered and is able to snowball much faster. I also think it's a better draw in the late game (a common strike against DRS), especially since it can get immediate value with dash. One argument I've heard is that Ragavan, unlike DRS, relies on the combat step to get value, but I think this argument is a little tenuous. The decks that play Ragavan are generally packing enough removal that it can connect pretty reliably.

Some people claim that it would have a homogenizing effect on the format, pushing black/green decks to playing it--but hasn't this happened with Ragavan, wherein all the red decks (basically all of the fair midrange decks) are forced to play it? I just curious to hear what some of your thoughts are, because I genuinely think power creep has gotten to the point where the arguments for keeping DRS unbanned are not as strong as they once were.
